Temple of Heaven, Beijing
I took this photo when visited Beijing in August 2007. A good friend of mine urged me to go to Temple of Heaven. I was in the middle of this beautiful temple when I noticed people gathered and turned their heads to sky. (Click the photo to view it in a bigger size)

I know, I know. This kind of blog probably is not as hot as facebook or twitter now. However, there are many out there who take great pictures and post them in a daily basis.
Right, first thing first. You have to own a camera and in digital times I think it is not a big issue. A point-to-shoot camera in okay although a DSLR is much better.
Next is the 'online tray' where you put all the pictures so other people can find them. Flickr is a good a start as it has community feeling.
Blogger is also a good place to show off your photos.
If you want to have your own tray then you have a buy a domain name pay for a hosting fee.
How about the platform? Pixelpost is excellent tool and if you are familiar enough with the Wordpress, Pixelpost should be no problem for you.
